Sr. Benefits Analyst (Project Management)



Arcosa, Inc. is seeking a Senior Benefits Analyst to join the Benefits team at the company's headquarters in downtown Dallas. Reporting to the Director of Benefits, this role will be expected to provide oversight and management of plan costs, plan design and analysis. The role is responsible for efficient delivery of plan information and tools that support employee understanding of Arcosa's benefit plans including 401k, health and welfare, non-qualified plans, and voluntary benefit plans. The Senior Benefits Analyst will manage vendor partners who provide outsourced benefits administration and services to employees. Lastly, the Senior Benefits Analyst should have extensive knowledge of competitive practices, propose program changes and/or additions that support key business objectives, and ensure compliance of all plans.

POSITION RESPONSIBILITIES:

  • Lead and create all aspects of Annual/Open Enrollment including communication material development, leadership of HR and employee meetings, and communication of annual changes with key vendors
  • Participates in the planning, development, and administration of the corporation's health & welfare benefit programs by developing competitive and cost-effective plans aimed at minimizing the increase in total health care costs for employees and the Company
  • Prepares and communicates information to employees about benefit programs, procedures, changes, and government-mandated disclosures. Recommends and implements appropriate corrective action as necessary to ensure quick, equitable, courteous resolution of employee benefit issues/concerns
  • Consistently evaluates the competitiveness of the Arcosa's benefit programs. Conducts periodic and ad-hoc benchmarking analysis, researches market practices and summarizes survey information to support benefits recommendations
  • Oversees the employee wellness programs and ensures such programs are designed to enhance employee awareness of personal health and improved organizational health
  • Manages special and/or recurring benefits projects (e.g., acquisition of a company, sale of a business unit), which may involve outside consultants and other internal department employees
  • Partners closely with Human Resources Business Partners and HR Systems team for various reasons throughout the year
  • Additional duties as assigned by management

 

REQUIREMENTS & QUALIFICATIONS:

  • Bachelor's Degree in related field is required; equivalent work experience may be considered
  • Minimum of 8 years of experience in the administration and strategy development of Health &Welfare plans
  • Demonstrated leadership of the external day-to-day benefit administration vendors, including knowledge of vendor file interface requirements
  • Strong Knowledge of ERISA compliance, including FSA, discrimination testing, Summary Plan Description (SPD) development, and HIPAA
  • Lead and provide direction to external vendors such as medical plan carriers
  • Experience in the administration of both voluntary and involuntary benefits
  • Strong ability to multi-task in a very dynamic environment
  • Strong verbal and written communication skills
  • Strong knowledge of MS Office suite of products (Word, Excel, PowerPoint, Outlook)
  • Demonstrated ability to collaborate with internal stakeholders, including accounting, Human Resources, Information Technology and Legal counsel
  • Demonstrated ability to interface with external legal resources
  • Ability to maintain confidentiality when working with confidential materials and confidential employee information
  • Maintain employee satisfaction with benefit programs and seek ways to continuously improve employee understanding and appreciation of Arcosa benefit programs
  • Ability to address details and specifics while maintaining the bigger picture in mind; curious with strong investigative skills
  • Strong work-organization and project management skills; able to oversee projects to ensure deliverables are met and keep key stakeholders informed
  • Effectively navigate through competing objectives to gain resolution and/or alignment
  • Collaborative attitude and willingness to build and maintain strong working relationships with employees at all levels
