Manager Permitting (Administrative)



Position Title: Manager, Permitting (M2)

Role

This position carries a high level of responsibility managing a District team responsible for obtaining all Small Cell and Fiber entitlement deliverables. A successful manager will use cross-functional project teams to provide services to both internal and external customers to meet project timelines on-time and on-budget while also maximizing services revenue when appropriate. The manager must be a thoughtful leader, with the proven ability to build relationships, foster trust, and influence jurisdictions.

Responsibilities

  • Manage district Permitting and Utility Relations team in all aspects of submitting and acquiring zoning approvals, right of way access agreements, Small Cell entitlements, municipal permit approvals, utility pole agreements and power service for Wireless and Fiber Solutions projects.
  • Maintain relationships with municipalities, utilities, and manage all aspects of complying with conditions of approvals pertaining to the installation, operation and maintenance of Crown Castle Small Cell and Fiber assets. Serve as liaison between Crown Castle Project Delivery, Design & Construction, Sales, Government Affairs, and Legal groups to obtain, administer and ensure compliance with general conditions of approvals at permit and construction stages of the project, and meet project timelines.
  • Lead the team on review of authorizations analysis, agreements and review of municipal code and/or zoning ordinance changes in collaboration with Government Relations Counsel. Provide input based on strategic needs of the District to protect Crown Castle's regulatory rights and ability to install and operate networks in collaboration with Government Relations Counsel. This will include management of Shot Clock compliance.
  • Responsible for executing local government Collaborate with Project Delivery, Design & Construction, and Sales to develop accurate project plans, budgets and quarterly guidance for securing required entitlements. Manage project teams and activities to forecasted financial outcomes.
  • Responsibility for application to “on air” timeline ensuring disciplined delivery throughout the process to expedite customer's use of our site while maintaining Crown Castle standards and policies. This includes responsibility for team's accurate forecasting and reporting.
  • Provide training and supervision for the team and internal functional departments.
  • Collaboration with external customers, jurisdictions, utilities, and Government agencies.

 

Education/Certifications

  • Bachelor's Degree in Business, Urban Planning or other relevant subject, or equivalent work experience required

 

Experience/Minimum Requirements

  • Five (5) or more years proven experience working at a utility, in the wireless industry, at or with a municipality and Planning, Zoning and Land Use work experience is preferred
  • Experience in Small Cells and/or Fiber deployment is helpful

Expectations 

  • Experience in presenting and speaking to the public and governmental entities, particularly in formal proceedings, is required.
  • Advanced knowledge of Federal, State and Local planning, zoning codes and regulations affecting Tower and Small Cell site development.
  • Familiar with requirements for zoning applications and supporting documentation including presentations for neighborhood or public hearings as required by local jurisdictions or as requested by respective property owners.
  • Excellent organizational skills, the ability to coordinate multiple projects within a fast-paced environment and retain detailed project information.
  • Ability to direct a team by setting goals and priorities to facilitate achievement of Area.
  • Ability to read and understand financial metrics and identify remedies to financial issues.
  • Customer service orientation with a strong problem-solving approach.

 

Organizational Relationship

Reports to:  Regional Manager, Permitting & Utilities

Title(s) of direct reports (if applicable): Network Permitting Supervisor, Network Permitting Specialist, Operations/Permitting Coordinator

Working Conditions: This is a District role and falls into our hybrid work model working in the office on Monday through Thursday.  On Fridays, teammates on the hybrid schedule will have the option to work from the office or home.  There is an expectation of collaboration with teammates and stakeholders for moments that matter that could require travel.  

Compensation

The pay range offered for this position is $105,600.00 - $145,200.00 annually. A candidate's offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location. Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives. Employees (and their families) are eligible for medical, dental, vision, and basic life insurance. Employees are able to enroll in our company's 401k plan. Employees will also receive a minimum of 18 days of paid time off each year and 12 paid holidays throughout the calendar year.
