The City of Kent is currently accepting applications for Deputy Public Works Director. The Public Works Department serves both internal and external customers by providing a broad range of services. The Deputy Director, at the direction of the Public Works Director, will be directly responsible for a substantial number of management, administrative, and supervisory responsibilities, to include effective oversight of the Engineering Division. The ideal candidate will be skilled in the resolution of complex public works issues and adept in the supervision of engineering personnel and equipment. The Deputy Director shall demonstrate behavioral competencies that support the department's overall performance and facilitate its transformative impact on the city, departments, and customers it serves. Additionally, the successful candidate will have the ability to further the vision, mission, values, and goals of both the Public Works Department and the City of Kent. Qualifications for this position include a bachelor's degree in civil engineering or a related field, along with at least five (5) years of increasingly responsible public works engineering design and construction experience. A minimum of four (4) years of management and supervisory experience is also required.

The monthly salary range for this position is $11,155.00-13,558.00, depending on qualifications.

Under the direction of the Director of Public Works, manage, plan, organize and coordinate the administration, operations, activities and strategic planning of the Engineering Division of the Public Works Department.
Work is characterized by a substantial amount of management, administrative, and supervisory responsibilities for the department, including directing and evaluating the operation of the Engineering Division. Duties include, but are not limited to, managing the operations and activities of the Engineering Division; proactively developing the talent; co-constructing performance goals, objectives and development plans, and providing ongoing constructive performance feedback; and serve as consultant and technical advisor to elected officials and management on a variety of engineering matters. Incumbent also attends bid openings, hearings and other meetings concerning Public Works projects; answers questions from contractors, bidders, developers and the general public.
Work is performed under broad managerial direction. Supervisor provides the employee with assignments in terms of broad practice, precedents, policies and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice and/or objective.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Resolve issues, including competing demands, sensitive situations, and conflicts with other groups, plan, coordinate and supervise Public Works engineering services involving the preparation of designs, plans and specifications, as well as right of way acquisition and the construction of various projects.
Supervise and direct engineering personnel and equipment involved in a variety of Public Works engineering projects; review progress reports and make on‑site inspections as needed.
Participate in the administration of the overall department organization as assigned by the Director; coordinate implementation of strategic work plan directives and key initiatives.
Mobilize and encourage team, establishing the specific (or concrete, day-to-day) plans, projects, trainings, and objectives needed.
Respond to inquiries from public, consultants, contractors, and other agencies regarding City projects, general engineering requirements, construction requirements, schedules, etc.
Review and comment on various aspects of private development projects (plan review questions, construction problems, etc.).
Review and provide recommendations regarding engineering contracts, and contracts or agreements with other agencies; assist in administration of service contracts associated with assigned areas of responsibility.
Review project costs for engineering-related projects and determine financing of projects.
Review and formulate recommendations regarding environmental checklists, plats, rezones, street vacations and conditional use permits in accordance with Public Works requirements.
Prepare, submit for approval and administer division and assigned special project budgets; approve expenditures according to established procedures.
Attend a variety of staff and management meetings as a division representative; provide technical information and expertise concerning engineering projects.
Represent the Public Works Department at a variety of public meetings including Hearing Examiner, Board of Adjustment and Planning Commission.
Confer with representatives of various City organizations, agencies and government agencies to coordinate efforts, resolve issues and exchange information.
Review and approve plans, specifications, estimates, and contract documents for major Public Works projects prepared by Engineering Division staff, consultants and private developers.
Perform the duties on behalf of the Public Works Director as required.
Prepare and maintain various reports and records in the administration, status and coordination of Public Works projects.
Prepare mitigation agreements as conditions of providing City utility services to private properties being developed outside the City.
Review and approve applications for grants and loans for Public Works projects.
Oversee and participate in the consultant selection process.
Actively support the vision, mission, values and goals of the department and the City.
