Executive Director of Community Action Partnership (CAP) (At-Will) (Finance)
The County of Riverside is seeking an Executive Director to oversee the Community Action Partnership (CAP) Agency. The incumbent will report to the Department Director and be responsible for leading the day-to-day operations of the Agency, which is comprised of approximately 60 employees dedicated to planning, implementing, and evaluating programs that serve our low-income communities. The selected candidate will develop annual and long-term objectives and manage the $11 million budget along with $3.3 million in federal funding to address the impact of COVID-19 in the low-income community. The ideal candidate will have primary responsibility for the direction of a County-wide program designed to identify and alleviate the causes and results of poverty. They will possess strong interpersonal skills to develop community relationships with internal/external stakeholders, and work closely with a tripartite commission composed of 1/3 public, 1/3 private, and 1/3 low-income representatives from the community. In addition to being knowledgeable in addressing poverty issues in the surrounding community, they will have demonstrated experience in driving new initiatives in housing, employment, and community development.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (1) of the County Management Resolution and serves at the pleasure of the Board of Supervisors.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(A) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The County of Riverside's Community Action Partnership is committed to serving the most disadvantaged residents of Riverside County and helping them move out of poverty toward self-sufficiency. We offer a variety of programs and services based on local community needs in an effort to end poverty in Riverside County. We are dedicated to working with our Community Action Commission that is comprised of public officials, low-income representatives, and private sector representatives.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, and direct the activities of the Community Action Partnership (CAP) Agency through subordinate staff involved in a wide range of programs designed to assist low-income families.
• Work with the commission to establish goals, processes, procedures, and programs that adhere to local, State, and federal requirements.
• Research federal, State, and local legislation; interpret regulations and make policy recommendations to the Board of Supervisors and the Community Action Commission.
• Develop policies and procedures or ensure compliance with federal and State department requirements.
• Review, analyze, and evaluate the nature of poverty in Riverside County and the areas in which it exists; seek to identify the causes of poverty and a range of socio, economic, and educational means for its elimination.
• Initiate and conduct a needs assessment and resource analysis to identify the existing level of human services provided and to recognize future needs.
• Promote employee engagement and strengthen citizen participation and community organization involvement in the planning, development, implementation, and evaluation of division programs and projects.
• Establish work priorities; assist in the development of organizational goals and objectives; evaluate employee performance; establish employee developmental plans and administer all applicable personnel policies and procedures in accordance with agency and regulatory requirements.
• Maintain effective communications with internal/external stakeholders (e.g., contractors, County departments and other agency staff) involved in core business activities within the assigned area of responsibility; analyze, investigate and make recommendations relative to complex, sensitive and controversial matters; prepare and review a variety of correspondence and reports.
• Formulate and develop strategic partnerships on behalf of CAP, the CAP Commission, and the County, and establish comprehensive economic development and revitalization plans; coordinate anti-poverty or community development initiatives; provide consulting expertise to community groups, and individual and business developers for improvement purposes; address barriers to economic growth and increase local economic opportunities for the County of Riverside.
• Confer with representatives of business and industry, local government agencies, community groups, and residents of target areas relative to program planning and funding processes; supervise fiscal monitoring and accountability of contract agencies.
• Review and develop recommendations on administrative programmatic policy and operational issues and changes; propose policy recommendations to executive management, various boards, commissions, community groups, and the Board of Supervisors, as required; promote legislation designed to address economic mobility, stimulate economic development, workforce, housing, and industrial and community development; research and interpret federal, State and local legislation and regulations.
• Prepare presentations and/or written reports to apprise the Board of Supervisors, CAP Commission, County Executive Officer, and other public officials relative to the status of essential programs and mission critical projects.
• Represent the County in meetings with local, State, and federal officials to discuss program goals, resolve problems, and exchange information; prepare a variety of reports and correspondence.
• Review and evaluate funding proposals; ensure program objectives and project deliverables are met.
• Assist in the development and preparation of a division budget; monitor expenditures and review internal controls for fiscal and business operational purposes in accordance with division standard operating procedures and applicable local, State, and federal rules and regulations.
• Identify and leverage multiple funding sources; review complex federal and State department and private grant-funded opportunities; prepare grant applications, negotiate contract terms and ensure compliance.
• In the absence of the Assistant Chief Executive Officer, approve the release of information regarding the Agency to the news media and the community.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration or a closely related field.
Experience: Three years of management, supervisory, or administrative experience that included responsibility for all of the following: developing program objectives and evaluating program effectiveness; budget preparation and fiscal control; and conducting public relations to develop and maintain program acceptance. This experience should have preferably included some involvement with local, state, or federal agencies that would provide a familiarity with their organizational structures and functions.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
