JOB SUMMARY
This position is responsible for payroll, accounts payable, purchase order systems, fixed assets, and general ledger(s) for the agency. Work involves supervising payroll and accounting staff, maintaining general ledger(s), creating and maintaining journal entries, managing cash receipts, reconciling bank accounts, and assisting with audits. This position also provides training on financial procedures and oversees the online registration system.
ESSENTIAL JOB FUNCTIONS Provides overall supervision of assigned staff including staff recruitment, training, and development; identifies performance objectives; monitors and provides feedback on performance; and coaches staff to exceed expectations. Maintains merchant account for credit card processing; sets up/maintains list of users.Monitors compliance with cash receipt policies and procedures.Processes sales tax each month.Enters payroll journal entries bi-weekly.Generates check requests to pay Richland County Recreation Commission (RCRC) for payroll.Possesses the ability to fill in, in the CFOs absence.Designs financial database for office, special programs, and parks systems.Provides technical support for databases.Creates end of month financial reports.Generates vendor 1099 tax forms.Oversees purchase order system.Provides training on related databases.Maintains fixed asset records.Manages cash receipts.Assists with end of the year audit.Reconciles bank accounts.Acts as back up for month end journal entries.Performs related duties as directed when such duties are a logical and appropriate assignment to the position. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS Bachelors degree in accounting, business, finance, business administration, or a related field; masters degree in those disciplines preferred.Six (6) years of related work experience in a finance related field.Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities to perform the functions of this position. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of generally accepted accounting principles (GAAP) and government accounting standards.Knowledge of Microsoft software such as Access, Excel, and Word and generating computer reports (SQL).Knowledge of fixed asset depreciation.Knowledge with Microsoft software such as Access, Excel, and Word.Skill in applying mathematical knowledge and analysis.Skill in communicating, both verbally and in writing Ability to abide by strict ethical standards.Skill in dealing with others.Skill in organizing.Skill in providing customer services.Ability to demonstrate integrity, objectivity, and confidentiality.Ability to work under strict time constraints.Ability to establish and maintain effective relationships with internal and external customers.
