Senior Engineer, Civil (Government)

POSITION OVERVIEW

The Senior Civil Engineer position is a role within the Project Development and Engineering (PD&E) group of the Company's Engineering & Construction (E&C) department.  The primary objective of this position/role is to deliver civil engineering expertise to facilitate E&C's oversight of all phases of project development; from the Initiative Stage to Concept-Selection, FEED, EPC detailed engineering through to Execution/Construction Phase and Turnover to Operations.

 

Typical work interfaces include multi-disciplinary teams from various FEED and EPC contractors to produce deliverables that meet the objectives of the project as defined by the Company, with special emphasis on civil engineering studies, reports, engineering drawings, construction specifications, and other civil engineering deliverables.  The successful candidate will typically work with some minimal guidance but is expected to be proficient, semi-autonomous and self-reliant within their area of expertise.  A common objective of members within the Project Development and Engineering group is to independently contribute to the overall engineering functional group to ensure that execution of projects is carried out according to contractual obligations, on schedule, and to the agreed specification. 

 

Other usual and common interfaces may include external specialist engineering consultants, such as marine, seismic, and geotechnical disciplines.  Ad-hoc interfaces with internal stakeholders may also include corporate development & strategy, project controls, finance, procurement, contracts, tax, insurance, land, legal and senior management. This position will likely work in either FEED, EPC Contractor's or E&C offices in Houston. The position will require periodic, short-term travel to the project site as necessary to fulfill requirements for site-walkdowns and project meetings.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Civil Engineering support for the engineering and construction of the project. A broad range of civil engineering knowledge and its numerous associated sub-disciplines of civil engineering will be essential and required.  Exposure and experience with various civil sub-disciplines such as roadway design, hydrology & hydraulics, floodplain management, geotechnical engineering or soil mechanics, stormwater management design, knowledge of various foundation types, structural steel design, seismic design, marine infrastructure, construction management, etc; are all highly desirable qualifications.
  • Assist to monitor the EPC contractor and subcontractors for adherence to LNG codes and standards and project design basis that provides safe, reliable, optimized constructability, and cost effectiveness to build, operate and maintain.
  • Assist to coordinate all the third-party support activities during FEED and EPC, within the civil engineering discipline.
  • Actively participate in technical reviews and coordinates with the E&C project managers to ensure that the design is consistent with established criteria, standards and processes.
  • Ensure technical integrity of civil engineering design is maintained by selection of cost efficient and appropriate technical design and engineering standards in conjunction with the FEED and EPC Contractor, his team members and external specialist consultants.
  • Work closely with the E&C construction site management during FEED and if relevant the field construction phase of the project. Strives to cultivate and maintain a good working relationship with the contractor's personnel.
  • Assist to ensure that designs are safe and cost effective for the design life of the facility.
  • Assist to monitor application of selected design and suitable engineering standards are being used by the FEED and EPC Contractor.
  • Assist to ensure that deviations from adopted design codes and standards are approved in consultation with the E&C Engineering team. Ensures deliverables are prepared and submitted to appropriate stakeholder.
  • Assist to monitor and report progress of the FEED and EPC Contractor works.
  • Facilitate the data collection, application and supporting the necessary permitting activities to support the FEED and construction specification and schedule.
  • Assist to provide project management support to permitting and construction to ensure environmental and regulatory compliance.
  • Assist with quantity take-offs, project evaluations and estimation for projects under review.
  • Assist to prepare and document all work and makes thoughtful and concise recommendations to management. Assist to prepare technical reports and presentations for E&C personnel during each phase of the project.
  • Provide feedback to appropriate groups on the development of standard material and construction specifications and material selection guides to ensure project wide compliance with State and Federal safety requirements and industry codes for optimum cost effectiveness.

 

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

  • Education and Certifications: Bachelor's degree in Civil Engineering required. Graduate level studies preferred. Professional Engineering License in good standing with at least one state; preferably Texas or Louisiana.
  • Experience: 7+ years of engineering and construction experience in LNG Liquefaction, LNG terminal and/or petrochemical/gas/power industries with emphasis on Civil Engineering, Sitework, Soils and/or Structural Engineering. Must have experience working in a large plant EPC environment, LNG Plant, or other related industrial facility engineering design experience, with at least 5 year experience working with large EPC firms.
  • Skills:
    • Strong technical management abilities with effective project coordination and leadership skills.
    • Must be articulate and have effective time-management and organizational skills to handle multi-tasking on concurrent projects, often running in parallel and simultaneously
    • Strong ability to organize, plan, control, coordinate and effectively manage cross-functional assignments and projects.
    • Strong decision-making and problem-solving abilities to analyze data and identify issues, recommend, develop and implement solutions.
    • In depth knowledge of construction techniques and practices in the energy, natural gas and/or petroleum industries, with emphasis on LNG projects and civil construction methodology and techniques.
    • Must have a high level of safety awareness and knowledge of applicable LNG design regulations (FERC & PHMSA)
    • Sufficient computer literacy to provide quantitative and written reports.
    • Proficient use of Microsoft suite of products and project specific software.

WORK CONDITIONS

  • Job is performed in an office setting.  
  • Occasionally, work may be performed from home, after normal work hours or on weekends.
  • Limited travel required, as business conditions dictate to plant sites.
  • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write. 
  • While performing the duties of this job, the employee will work mostly indoors and occasional outdoors and be exposed to year-around weather conditions, ocean environment, and noise.
