Senior Project Manager - Watershed Restoration / Limited Duration (R&D)

The Eugene Water & Electric Board is currently seeking a Senior Project Manager to plan, execute, and finalize complex assignments according to project deadlines and within budget for EWEB's Watershed Restoration Project.

This is a Limited Duration position which may last from six months up to three years. The position will end on the projected end date, when the work is finished or for any other bona fide business purpose, whichever comes first. This limited duration position is anticipated to last approximately 36 months.

In the year since the Holiday Farm Fire, EWEB and the Pure Water Partners (PWP) have worked with over 270 landowners to assess fire damage, replant riparian forests, install erosion control devices, and reduce fuels to mitigate future fires.

The Senior Project Manager reports directly to the Water Resources & Quality Assurance Supervisor and works closely with EWEB's Watershed Restoration Strategic Program Manager, to coordinate with PWP Project Managers, contractors, and landowners to document and help plan the work happening upriver each week.

The successful candidate will have the ability to collaborate, create, foster and maintain relationships with stake holders, community members, local, state, and federal government entities, and businesses.

This position performs the following duties:

  • Initiate, manage, and execute complex projects with a long- life cycle.
  • Work to define project scope by leveraging subject matter experts, cooperators, and/or consultants. Understand amendment process for updating scope, fee schedule and/or contract extensions.
  • Understand grant funding and grant spend structure to align contract and audit requirements. Manage and track multiple grant awards, contracts and spend from each.
  • Knowledge of contracting process, including task orders, change orders, intergovernmental agreements, and memorandum of understanding.
  • Identify, obtain and engage appropriate resources, both internal and external. Manage resource hours on a granular level to control project cost through labor costing and contractual spend monitoring.
  • Control cost overrun through contract amendments if necessary. Develop acceptance criteria based on performance and deliverables, manage and audit hours, invoices, and control charges.  Analyze procurements with appropriate resources as required.
  • Create project communication plan based on roles and responsibilities and revise as appropriate. Communicate project status, changes, and updates the appropriate audiences. May work with the EWEB Communications Team to develop public-facing communications as well.
  • Create and apply quality controls and assurances, procedures, and processes. Quantify performance variances, and quality controls used to monitor performance and report on these items as needed or requested.
  • Exercise technical oversight over designated staff. Communicate project plans and expectations to team members and stake holders in a timely and clear fashion. Participate in regular project team meetings, agenda development, and time and event schedules.

The starting salary range for the Senior Project Manager is $93,850.82 - $117,313.36

This is a Limited Duration position which may last from six months up to three years. The position will end on the projected end date, when the work is finished or for any other bona fide business purpose, whichever comes first. This limited duration position is anticipated to last approximately 36 months.

This position is based in Eugene, Oregon; however, it has been approved as a hybrid telecommuting arrangement involving a combination of telecommuting and working on-site at an EWEB facility and in the field.

Minimum Training and Experience Required

Minimum Experience:   Six years of professional project management experience.  Experience managing large-scale projects and grants in a Utility or Public Sector environment highly preferred.

Education:  Bachelor's degree from an accredited college or university in Engineering, Project Management, Environmental Science, Natural Resources, Business Information Systems, Computer Science, Business Administration, Public Administration, or a closely related field. 

Desirable education, experience, training and certifications: Project Management Professional (PMP) and/or Program Management Professional (PgMP) helpful, but not required. Experience managing large-scale projects and grants in a Utility or Public Sector environment highly preferred.

Equivalency:  An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.
