We are looking for a talented and motivated recruiter with full cycle recruiting experience, from talent sourcing and attracting candidates to interviewing and hiring exceptional team members. Ultimately, the responsibilities of the Recruiter are to ensure our credit union attracts, hires and retains the best employees while growing a strong talent pipeline.
Empower FCU is growing rapidly and as a result, we are looking for a Recruiter who can help our current team continue to take our talent sourcing and acquisition process to the next level!
The Recruiter will work collaboratively with Human Resources, Training & Development, Hiring Leaders, community, and employees, to continually develop and strengthen relationships with candidates to deliver candidates for Empower FCU's hiring needs. The recruiter will use various recruiting strategies and techniques to identify candidates and assemble a diverse pipeline of talent, while serving as an ambassador for Empower by championing our culture to attract and engage candidates. We use proactive sourcing methods such as internet research, social media, networking, direct sourcing, employee referrals, advertisements, career events, associations, and other sources that align with the organization's culture, mission, vision and core values. The recruiter must continually maintain knowledge of the most current recruiting practices and trends.
This is a hybrid role, based in Syracuse, New York.
Essential Functions & Responsibilities:

Recruit potential employees for the credit union by placing job advertisements, sourcing, screening, and scheduling interviews for all departments and branches as needed. This includes internal and external candidates. Assess candidates to ensure the best qualified individuals are considered for employment/open positions. Ensure hiring practices comply with employment law, equal opportunity/diversity and fair pay regulations. Maintain the job requisition procedure in Dayforce.

Support the HR/Recruitment team by scheduling and coordinating interviews (phone, in-person, & video) with candidates and hiring managers. Efficiently manage multiple calendars, distribution of interview information to both internal and external participants, and any additional interview requirements.
Determine pay for job offer utilizing hiring practices, Salary Administration Plan and Salary Ranges. Extend job offers and administer pre-employment items including credit, background, and bondability checks, and drug screens. Serve as systems administrator for recruiting related functions in Dayforce, Spark Hire, job boards and Wellnow.

Maintain log within Dayforce of all applicant activity. Track and code as appropriate for EEO/AAP record keeping requirements for annual submission. Assist in completing annual filings for EEO, AAP, and VETS. Oversee NMLS registration for all required employees in accordance with SAFE Act standards and audit recommendations. This includes administering the annual renewal process and maintaining accurate records for employees falling within NMLS required positions, or those no longer needing to be registered.

Effectively manage multiple programs, initiatives. and projects related to long and short-term recruitment/ talent acquisition strategies and focus areas to ensure the successful promotion of the talent brand both internally and externally.

Promote Empower's mission, vision and values as well as the employer brand “Empower your career" via social media platforms, media campaigns and other mechanisms to further drive awareness.

Keep informed of the latest techniques and advances in the areas of Human Resources, federal and state employment laws. Provide recommendations to the HR Management.

Development and application of internal metrics and measurements of success, maintaining a continuous improvement mindset to ensure the success and quality of candidates and hires maintains strong, adjusting approach and recruiting mechanisms where needed.

Communicate in a timely manner, providing recruitment updates to candidates and hiring managers. This includes candidate correspondence while communicating credit union information and benefits during screening process. Act as one point of contact for the Recruitment team.

Knowledge and Skills:
Experience
Five years to eight years of similar or related experience including:
- Minimum of 5 years of demonstrated success in filling openings in a fast-paced environment, specifically in recruitment/talent acquisition, networking and building targeted selection strategies.
- Hands-on experience and comfort with using recruiting software and/or HRIS systems
- 5+ years of related professional experience (Financial-Services experience preferred - credit union or banking) with full-life cycle recruitment for strategic, niche and executive positions - all levels
- Skilled in traditional and non-traditional sourcing techniques with a solid understanding and prior use of social media as a recruiting tool (direct, networking, complex internet sourcing) required.
- Experience using data & analytics to inform decision making
Education
(1) A bachelor's degree, or (2) achievement of formal certifications recognized in the industry as equivalent to a bachelor's degree (e.g., information technology certifications in lieu of a degree).
Interpersonal Skills
Work involves extensive personal contact with others and is of a personal or sensitive nature. Motivating, influencing, and/or training others is key at this level. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.

- Demonstrated knowledge of legal requirements for recruiting process (e.g. EEO, background checks, drug screening)
- Demonstrated oral and written communication skills. Able to confidently communicate, including making presentations to team members, hiring Leaders and candidates.
- Demonstrated ability to manage multiple priorities and resolve issues with minimal direction and oversight from HR Leadership.
- Strong ability to protect confidentiality of HR and team member information is a must.
- Self-starter with demonstrated leadership skills and the ability to multi-task in busy, fast-paced environment.
- Exhibit critical skill of relationship building and partnering with all levels of management.
- Ability to travel (locally in Syracuse, NY area) up to 10% and work overtime, when needed. [This role is hybrid]

This is a Hybrid Role based in Syracuse, New York. We require a minimum of five-in-office days per month for roles based out of our Headquarter Office.
