Manager II, Category Sourcing (Finance)

SUMMARY: Responsible for overseeing the assigned category and ensures strategic sourcing projects and initiatives for assigned categories are completed in accordance with Crowley's strategic sourcing and vendor management standards, methodologies and processes as defined by the company.
GENERAL RESPONSIBILITIES: Drive assigned category sourcing objectives through the development and execution of business plans and strategies in accordance with Crowley's organizational priorities. Lead cross-functional teams in the execution of strategic sourcing initiatives and vendor management strategies. Drive the sourcing process, analyze industry trends, current and historical spend data to forecast industry direction and future spend levels. Develop financial models and other tools to evaluate and enhance category costs and benefits related to sourcing strategy. Perform needs, trends and performance assessments ensuring business requirements are fulfilled, value is optimized, and risks are mitigated. Partner with key stakeholders to define needs, scope and requirements of projects for assigned categories. Provide recommendations to enhance the selection, retention, evaluation and development of a diverse supplier network and execute projects to implement recommendations. Negotiate, implement and evaluate supplier relationships for respective categories, including tracking performance to operating plans, budgets, and forecasts. Lead the development and negotiation of master service agreements (MSAs), statements of work (SOWs), service level agreements (SLAs), proposals and other forms of contractual terms, conditions and agreements. Ensure projects are delivered on time and within scope. Maintain all sourcing documentation, review, monitor and communicate status to leadership and key stakeholders. Directly and/or indirectly coaches and supervises employees, including executing performance management and providing growth and development opportunities.
EDUCATION: Bachelor's degree in supply chain management, marine engineering, business, finance, or a related field; or a combination of post high school education and related experience.
EXPERIENCE: 5 - 8 years of contract and/or procurement experience, particularly in indirect category management across multiple categories or categories of a highly technical nature (i.e. information technology, cyber security, engineering), strategic sourcing and vendor management. Port Engineering experience including procurement of highly technical Marine/Engineering Equipment, strategic sourcing and vendor management is highly preferred.
TECHNICAL PROFICIENCY: Advanced proficiency with Microsoft Office products, including Word, Outlook, PowerPoint and Excel. Proficient with electronic sourcing and procurement systems and tools. Advanced proficiency with ABS Nautical Systems (NS) MRP system is preferred.
COMPETENCIES: Ability to d evelop technical repair specifications, performance criteria and SOWs for Marine and Engineering Category (i.e. main engines - propulsion, turbochargers, generators, marine coatings, bridge/technical equipment, and dry dock/marine service contractors.) Ability to communicate effectively verbally and in writing, including the ability to convey technical information to technical and non-technical users. Ability to establish and maintain effective working relationships with internal/external business partners. Ability to evaluate process effectiveness and develop change or alternatives. Ability to prepare, monitor and administer budgets, as well as the ability to perform financial analysis. Ability to function effectively with or as part of a team. Ability to effectively manage projects that may vary in nature and scope, including the ability to apply the concepts, principles and practices of project designing, scheduling, estimating, planning, and inspecting. Ability to effectively manage and execute negotiations with vendors/suppliers. Ability to identify and/or document existing and new trends, as well as evaluate and predict their impact on the organization. Knowledge of and ability to demonstrate effectiveness with contract negotiation, development, and administration. Knowledge of and ability to apply the concepts, principles and practices of change management, category management and technical competencies associated to the category such as (Software Development Life Cycle (SDLC), vessel schematics, etc.). Knowledge of category sourcing and procurement trends and best practices, as well as the ability to make purchasing decisions based on independent research and judgment. Knowledge of and ability to conduct supply market research.
OTHER: Ability to travel as needed.
JOB SCOPE: Position impacts multiple business units/segments.
WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature, and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.
FLSA STATUS: The position is Exempt. May require the ability to work overtime to meet required deadlines. All work rules, including those that pertain to safety and health are expected to be respected and complied with.
